Again, it’s now rolling out, so you may not yet see the full impact until it rolls out completely; however, it’s expected that the roll out would never take too long. With this particular change, Penguin’s data will be refreshed in real time, so that changes will be visible much faster, typically in times when Google recrawls and reindexes pages, which used to happen constantly. Pages will be caught and/or freed by Penguin as part of this regular process.
Previously, Penguin was a site-wide penalty. But this new update makes Penguin more granular. Penguin now devalues spam by adjusting ranking based on spam signals, which simply means, when Google indexes the page, it will immediately recalculate the signals around Penguin rather than affecting ranking of the whole site. Post update, penguin might impact specific pages on a site, or it might impact sections or wide swaths of a site, while other pages are fine.

With this update, Google will no longer confirm future Penguin updates. And yes, that definitely makes sense! Since it’s a constant process, there’s nothing to be confirmed.
